Advisory Council

Provision is made in the legislation to establish an Advisory Council.
An Advisory Council is not established at this time.

The DTA Act provides that the Advisory Council will consist of a chairperson and 23 ordinary members appointed by the Minister for Transport, according to the following criteria:

  • the Dublin City Manager and 2 County Mangers drawn from County Councils in the Greater Dublin Area
  • a representative of the Garda Síochána
  • local authority members drawn from City and County Councils in the Greater Dublin Area as well as the Dublin and Mid-East Regional Authorities (9 in total)
  • 2 members nominated by the Irish Congress of Trade Unions
  • 2 members representing business interests
  • 2 members representing the interests of community development or concerned with the promotion of the social, economic, environmental or general interest of communities in the Greater Dublin Area
  • 4 representatives of the public interest comprising transport users, people with disabilities and professional bodies in relevant areas (e.g. transport, urban design, land use planning).

Members of the Advisory Council will be appointed for a maximum term of 5 years and may be reappointed.

The functions of the Advisory Council are to:

  • consider and make recommendations to the Authority on the transport strategy, integrated implementation plan and strategic traffic management plan
  • monitor implementation of the strategy and plans and make recommendations,
  • make recommendations to the Authority concerning the discharge of its functions generally.

The Authority and the Minister for Transport may consult with and seek the advice of the Advisory Council.
