Public consultation – more that 2,500 submissions
The NTA has today (31 August 2026) published the results of a public consultation on the proposed introduction of a consistent policy for the carriage of pets on Transport for Ireland (TFI) services. Over 2,500 submissions were received with the vast majority expressing support for allowing pets to travel on public transport.
Many highlighted the benefits of being able to travel with pets for veterinary appointments, family visits, and other everyday journeys, while also supporting wider sustainability goals by reducing reliance on private vehicles.
Feedback and proposed refinements
Feedback received during the consultation also identified areas where the proposed policy could be refined. Common suggestions included introducing greater flexibility for the carriage of small dogs, providing clearer guidance for passengers and staff, and ensuring a predictable and consistent approach across all TFI services.
Addressing concerns
While support for the proposal was strong, respondents also highlighted concerns relating to allergies, passenger comfort, hygiene, safety, and enforcement. The NTA considered these issues carefully and has proposed additional owner responsibilities and operational guidance to help ensure the policy can be implemented in a safe, practical, and balanced way.
Next steps
NTA will now work with public transport operators to draft updates to relevant bye-laws and conditions of carriage. The updates will apply across TFI-funded services including bus, rail, and Luas services once the appropriate bye-laws and conditions of carriage are in place which will take some time to finalise and implement.

Guide dogs and assistance dogs will continue to be permitted on all TFI services without restriction.
