Cork | Metropolitan Area Transport Strategy

Background and Strategic Context

The development of an east to west rapid mass transit corridor has been a long term objective for the Cork Metropolitan Area (CMA). This objective has been consistently articulated in the joint Cork Area Strategic Plan (CASP) and in various statutory development plans and local area plans across both Cork City and County.

Proposed Transit Solution

Following detailed analysis of projected travel demand within the CMA, this Strategy proposes that the East-West Transit Corridor is best served by a new Light Rail Transit (LRT) tram system.

This represents a shift from earlier proposals for a lower capacity Bus Rapid Transit(BRT)  system. The change reflects the more ambitious growth targets set out in the National Planning Framework (NPF) and the need to future proof the corridor to meet demand up to and beyond the 2040 horizon year.

Role in Supporting Growth

The Light Rail Transit (LRT) system is intended to act as a key enabler of population and employment growth, as well as supporting health and educational development in line with National Planning Framework (NPF) 2040 objectives.

It will also unlock strategic development opportunities, including underutilised and windfall sites located within its catchment area.

Core Objective of the LRT System

The overarching objective of the Light Rail Transit system is to support the consolidation of land use and transport within the Cork Metropolitan Area by providing a high frequency and high capacity public transport corridor.

Project Status and Consultation

Transport Infrastructure Ireland (TII), in partnership with the National Transport Authority (NTA), has selected a Preferred Route for Luas Cork. This project aims to deliver reliable and sustainable public transport for the city.

The non statutory public consultation on the Preferred Route closed on 12 June 2026.
