NTA announces update to SPSV Driver Entry Test

Upcoming revisions to the current Area Knowledge module of the Small Public Service Vehicle (SPSV) Driver Entry Test

25 July 2025

The National Transport Authority (NTA) has announced upcoming revisions to the current Area Knowledge module of the Small Public Service Vehicle (SPSV) Driver Entry Test, a key step in the licensing process for individuals applying to operate taxis, hackneys, or limousines in Ireland.

The revised test will balance realistic and modern driver practices with the continued need for strong customer service for those entering the SPSV sector. The test consists of two modules: an Industry Knowledge Module, which assesses understanding of legislation and operational standards, and the Area Knowledge Module, which evaluates the applicant’s familiarity with the county in which they intend to operate.

In undertaking this review, NTA engaged with SPSV drivers, applicants, booking service providers and passengers to ascertain the appropriate level of county knowledge a SPSV operator should have. The findings showed that, while passengers still expect drivers to have a higher-than-average understanding of local geography, the use of online maps is now widely accepted.

As a result, the revised Area Knowledge module will place more emphasis on knowledge of motorways and transport hubs, with greater focus on tourist attractions, hospitals, sports, theatre and music venues and, for urban centres, knowledge on major street names, one-way systems and city routes.

To support this update, the 8th edition of the SPSV Industry Manual, including updates to the ‘Finding Your Way Around’ chapter are available on NTA’s website ahead of its introduction on 01 October 2025, giving applicants time to prepare. The current version (Edition 7.8) will remain available and valid for test preparation until that date.

Speaking on the publication, Kevin O’Brien, Head of Transport Regulation of NTA, said:

“These changes align with ongoing efforts to modernise entry into the SPSV sector. By recognising the role navigation technology plays and focusing on the driver knowledge that genuinely supports passenger needs, we are making the entry process into the SPSV sector more relevant, fair and future-ready.”
