The National Transport Authority (NTA) is committed to using Artificial Intelligence (AI) responsibly, transparently and in a manner that supports the public interest.
AI technologies can provide opportunities to improve efficiency, enhance services, support decision-making and reduce administrative burden. However, NTA recognises that the use of AI must be accompanied by appropriate governance, oversight and accountability.
NTA is committed to ensuring that any use of AI is consistent with applicable legislation, including data protection obligations, and reflects the values of fairness, transparency, accountability and human oversight. NTA seeks to ensure that AI technologies are used in a manner that supports public trust, accountability and the effective delivery of public services.
What We Mean by AI
Artificial Intelligence refers to technologies that can analyse information, generate content, identify patterns, make predictions or support human decision-making.
Examples may include:
- Drafting or summarising information.
- Searching and analysing large volumes of information.
- Supporting administrative and operational activities.
- Assisting staff in carrying out their duties more efficiently.
NTA evaluates AI technologies on a case-by-case basis before they are deployed.
How NTA Uses AI
NTA may use AI technologies to support internal business operations, administrative processes, analysis, research, service improvement and other organisational functions.
Where AI is used, it is intended to assist staff and improve efficiency rather than replace human judgement.
The nature and extent of AI use may evolve over time as technology develops and organisational needs change.
Human Oversight
NTA recognises the importance of human accountability.
AI systems are used to support, rather than replace, human decision-making. Where AI-generated outputs are utilised, appropriately authorised personnel remain responsible for reviewing outputs and making decisions.
NTA seeks to ensure that significant decisions affecting individuals are subject to appropriate human oversight and review.
Where AI is used to support the preparation of public-facing information, NTA staff remain responsible for reviewing, approving and taking editorial responsibility for the final content before publication. This includes ensuring that published information is accurate, appropriate and consistent with NTA policies and obligations.
Responsible AI Principles
NTA’s approach to AI is guided by the following principles:
Transparency
We aim to be open about our use of AI and will provide information about AI-enabled services and processes where appropriate.
Where NTA deploys AI systems that interact directly with individuals, NTA will provide clear and accessible notice that the interaction is with an AI system, at or before the point of first interaction, unless this is already clear from the context.
Where required by applicable law, NTA will identify AI-generated or AI-manipulated content, including relevant public-facing content, and provide appropriate disclosures regarding the use of AI technologies.
NTA may maintain an internal register of approved AI solutions and may publish information regarding significant AI use cases where appropriate and consistent with security, legal and operational consideration.
Where NTA deploys AI systems involving emotion recognition or biometric categorisation, individuals exposed to such systems will be informed in accordance with applicable legal requirements.
The NTA seeks to ensure that the use of AI supports accessibility and does not create unnecessary barriers for users accessing NTA services or information.
Accountability
NTA remains accountable for decisions, actions and services regardless of whether AI technologies are used to support them.
Human Oversight
Users of AI technologies are responsible for validating AI-generated outputs before reliance is placed upon them. AI-generated content may contain inaccuracies and should be reviewed appropriately prior to use or publication.
Privacy and Data Protection
Where AI technologies process personal data, NTA applies the requirements of applicable data protection legislation and organisational policies. Appropriate technical, organisational and governance measures are applied to protect personal data and support compliance with applicable legal requirements.

Security
AI solutions must meet applicable security requirements and be deployed in a manner that protects NTA information, systems and services.
Fairness and Proportionality
NTA seeks to ensure that AI technologies are used in a fair, lawful and proportionate manner and that potential risks are considered before deployment.
Governance and Risk Management
The NTA has established governance arrangements to oversee the adoption, assessment and ongoing use of AI technologies within the Authority through a risk-based approach to AI governance. AI solutions may be assessed according to their intended purpose, potential impact on individuals, operational criticality, information sensitivity and applicable legal obligations. Higher-risk AI uses may be subject to enhanced governance, review, monitoring and approval processes.
Depending on the nature of the proposed AI solution, risk or impact assessments may consider:
- Data protection and privacy impacts.
- Information security requirements.
- Legal and regulatory obligations.
- Ethical and societal impacts.
- Operational and business risks.
- Human oversight arrangements.
AI solutions may be subject to ongoing monitoring, review and periodic reassessment to ensure they continue to operate appropriately and remain aligned with legal, regulatory and organisational requirements.
NTA will promote appropriate AI literacy and awareness among staff involved in the procurement, deployment, oversight and use of AI technologies to support the responsible and effective use of such systems.
Decision-Making
NTA is committed to ensuring that individuals are treated fairly when AI technologies are used.
NTA seeks to ensure that significant decisions affecting individuals are subject to appropriate human review and oversight.
NTA does not rely solely on AI systems to make decisions that produce legal or similarly significant effects on individuals except where permitted by law and supported by appropriate safeguards and oversight arrangements.
Where required by law, NTA will provide information regarding any relevant automated decision-making activities and associated rights.
Third-Party AI Services
NTA may utilise AI-enabled products and services provided by external suppliers.
Where appropriate, NTA may require suppliers to provide information regarding model governance, security controls, data processing arrangements, transparency measures and compliance with applicable AI-related legal and regulatory obligations
Continuous Improvement
AI technologies, regulatory requirements and industry standards continue to evolve.
NTA will periodically review its approach to AI governance, risk management and transparency to ensure that its use of AI remains appropriate, responsible and aligned with applicable legal, ethical and operational requirements.
