Cork Metropolitan Area Transport Strategy

The Cork Metropolitan Area Transport Strategy (CMATS) is a long-term strategy that was developed by NTA in collaboration with Transport Infrastructure Ireland, the Southern Regional Assembly, Cork City Council and Cork County Council.

Purpose

The purpose of the strategy, which was published in 2020, is to provide a framework for the planning and delivery of transport infrastructure and services in the Cork Metropolitan Area (CMA) up to 2040.

It includes a number of significant projects designed to serve the transport needs of residents, employees, students and visitors in the CMA.  Brief descriptions of the main projects are set out in the Cokr page and in the strategy publication.

The NTA intends to carry out a review of CMATS in 2026-2027 to take account of recent demographic changes in the CMA, improvements to the transport networks since 2020, updated forecasts for housing growth, and changes in educational and employment trip patterns.

Challenge

The main challenge for transport in the Cork Metropolitan Area is to accommodate the projected growth in population, employment,and travel demand in a way that enhances the quality of life and competitiveness of the region.

The goal of CMATS 2040 is to create a transport system that is

  • accessible
  • affordable
  • safe, and
  • attractive for all users, and
  • that supports the transition to a low-carbon and resilient future.
Strategic Principles
Proposed solution based on four key principles

CMATS 2040 is guided by four key principles:

  1. Prioritizing the movement of people over vehicles to improve accessibility and reduce congestion.
  2. Developing a high-quality public transport network connecting key destinations and offering a viable alternative to car use.
  3. Enhancing walking and cycling infrastructure to encourage active travel; and
  4. Managing road space efficiently to optimize traffic flow and support low-carbon mobility.

The strategy also integrates with the Cork Metropolitan Area Strategic Plan (MASP), ensuring population and employment growth aligns with transport investment and sustainable urban development.
