A dispatch operator is a person who provides a service for taking bookings for SPSV services that are delivered by someone else, or who provides a service that enables intending passengers to arrange the hire of an SPSV.
The Consolidated Taxi Regulation Acts 2013 and 2016 give NTA the function to regulate and license dispatch operators.
Persons who wish to provide SPSV booking services are required to obtain a dispatch operator licence from NTA.
This requirement does not apply to booking services for limousines.
It is a criminal offence to operate without a current dispatch operator licence. A conviction for this offence attracts a penalty of up to €50,000.

Dispatch Operators Must
- Ensure tax affairs are up to date at all times
- Maintain a complete and up-to-date list of all vehicle and driver licences in respect of which they are providing a booking service and shall make such list available to NTA upon request
- Have a complaints procedure in place to effectively address any complaints received from users of the booking and shall provide details of such procedure available to NTA upon request
- Put in place a record management procedure in relation to any bookings and complaints received and shall make such records available to NTA upon request
- Provide NTA with the contact information used for booking SPSV services, including any trading name used or proposed to be used
- Notify NTA of any change of name or address associated with his or her dispatch operator licence, including a change to any trading name, within 14 days of such change
