Forthcoming changes to this webpage: On 21 December 2023 the Department of Public Expenditure, NPD Delivery and Reform published the Infrastructure Guidelines (IGs) setting out the value for money guidelines for the evaluation, planning, and management of public investment projects, including purchase or acquisitions of assets or shareholdings, in Ireland. The Infrastructure Guidelines replace the Public Spending Code. These pages will therefore be updated to reflect the Infrastructure Guidelines over the coming months.

4 College Green Dame Street Project
The College Green Dame Street Project entails the development of a high-quality multi-functional public space in the centre of Dublin city along College Green and Dame Street East areas. To achieve this aim, the scheme will consider the removal of all through vehicle traffic on an East-West basis, creating a pedestrian priority space and providing a high-quality safe cycle route through the proposed plaza.

Since its creation, Transport Infrastructure Ireland (TII) has delivered major improvements to Ireland’s infrastructure, including Luas, Dublin’s light rail network. From its launch in 2004 the Luas system has expanded to provide an extensive light rail network that links the people, towns and businesses across the Greater Dublin Area (GDA); reducing journey times, enhancing regional accessibility, and supporting Ireland’s economic development.
In recent years, additional focus has also been put on maintaining and renewing existing infrastructure. The National Development Plan (NDP) 2021-2030 has acknowledged Ireland’s past underinvestment in existing assets and has called on government and public sector bodies to prioritise maintenance and renewal spending in order to protect the value of these past investments.

9 Luas Life Cycle Asset Renewal Programme
This business case relates to a programme of renewals across the entire Luas light rail network.
The Luas network is a crucial national asset which delivers many benefits such as enhanced regional accessibility and sustainable travel. Luas plays an important role in Dublin City Centre, particularly along the commuter corridors where it facilitates public transport services and removes cars from the city roads. There is also a strong policy basis for investing in the maintenance and renewal of existing assets, as it helps to protect the value of past investments, and to ensure that Ireland’s infrastructure continues to operate effectively, reliably and safely.

10 Luas Upgrades (PTLU) Programme
This business case relates to a programme of ‘minor enhancements’ across the entire Luas light rail network.
The projects within the PTLU Programme go beyond the general operation and maintenance which is undertaken by the Operator. The scope of the programme includes projects which are not covered by the Operator contract. These projects focus on upgrading and carrying out minor works on Luas assets to ensure the standard of Luas operations is maintained.
